Charles Johnathen Harris, who worked for the Alameda County Fire Department, was arrested in March 2023, according to the FBI. Harris, who would be 46 years old now, allegedly drowned in a Suisun Bay boating accident weeks later on April 4. Officials said the circumstances of his death “warrant further scrutiny,” and they believe his death was possibly staged.
Harris is accused of uploading child sexual abuse images onto Kik, a social media platform, even when he was working at fire stations in the county, according to a March 2023 news release from the U.S. Attorney’s Office for the Northern District of California. The investigation started after federal authorities received a tip from the National Center for Missing and Exploited Children, the attorney’s office said.
Harris eventually surrendered to authorities on March 7, 2023, and he was released on bond. However, his internet access was restricted. He was scheduled to appear in court on April 19, 2023, and if convicted of all charges at the time, Harris faced up to 20 years in prison and a $250,000 fine. On April 21, 2023, authorities issued an arrest warrant for Harris because he failed to appear in court.
The FBI is urging anyone with information about Harris’ case to contact its San Francisco office at 415-553-7400 or submit a tip at tips.fbi.gov.

Harris is 5 feet, 10 inches tall and weighs 220 pounds. Originally from Modesto and a Coulterville resident at the time of his arrest, he has red hair and blue eyes. There are also “light burn scars on his hands,” the FBI said.
The FBI’s San Francisco office did not respond to SFGATE’s request for additional information before the time of publication.
